Repairing Hood Need some Help Identifying Holes in Hood

Im cutting out rust on my birds hood, I have a couple of holes that appear to be drain holes, I marked them with a arrows in the pic, can someone tell me or shoot me a pic, to show me if these should even be in these locations. they are not threaded. The metal is definitely thin where they are located so I may have to cut and weld in new metal in those locations69RR Hood Repair.JPG
