Wiper motor wiring question

Working on 69 Roadrunner wiper motor. Everything is working, but the blue wire coming from the switch going to the bulkhead has been hot at some time. When I check, I am getting power to this wire at all times when the key switch is on- wiper switch off, switch on low or switch on high, always hot.
Key switch off, not hot.
I disconnected this wire and the motor will still run
My question is: should this wire be hot at all settings with the ignition switch on, or is something shorting out?

I have all the schematics. Even ordered a larger print so it would be easier to read. And I understand the resistor. But I don't understand why the blue wire coming off the wiper switch is hot at all times, key on or key off makes no difference. This wire runs to the bulkhead (H) and out to the wiper motor. If I disconnect this wire the wiper motor will still run, so is this wire necessary? I'm sorry if I'm not explaining this very well.

When you disconnect that blue wire dose the dome light and console light go all the way off. May be you found the problem their. Must be something in the bulk head shorting out to another wire possible.

Put a new wire in the bulkhead and changed the terminals on both sides. Everything working good now.
