69 Roadrunner horn grounding contact

My steering wheel is not the original for this car. I believe it may be a rally steering wheel. My problems that the brass wheel with the black wire attached that grounds the horn to the steering wheel does not make contact. There is just a fraction of an inch space between the plate and the brass wheel.
I don't know if it is worn down from use or the spring behind it is weak.
I have tried finding a replacement, but haven't had any luck. Does anyone have any suggestions? I appreciate your insight.

Is the spring under it ok or dead?
The spring is under it and it does have some bounce but does not enough that the ball will contact the plate.
I can ground the ball to the side of the steering column with a jumper wire and get the horn to beep.

New spring or add a blob of solder on plate and make it thicker
That may be what I have to do.
Do you know if replacement parts are available? I think the brass roller is worn down.
Was this type operation used in any other steering wheel?

I would try to save the original roller somehow its been awhile but the only replacement I could find was a spring loaded rod that rides against the ring! Is there some reason the wheel isn't going all the way down?

just diagnosed my issue - horn is beeping when it shouldnt be!
