Just to add to Bobs post the 215 fan is used on Hemis and 18" the 216 fan is 18 1/2" is more common and repopped if you want a new one.

How was the block cleaned when rebuilt? Just a guess but I've seen new builds where casting sand and other debris come loose and pollute the radiator. Take an infrared reading of the inlet and outlet of the radiator.
