Shoulder harnesses became mandatory on all cars constructed after 1 Jan 1969 not 1968. Your car could have had them as an option and then headrests would have been included.

My panels don't even have holes for them. Mine is a low line, minimal option car.

My 69 coupe did not come with back seat armrests at all.

Back while visiting wrecking yards in the 70's I remember seeing them bolted under the motor and to the side of the balancer under the pulleys. Just hung out front like an after thought. Interested in seeing a picture of one installed, since I am doing my first auto car.
