1970 superbee dash

to remove the wood grain trim from around the gauges, would the lower dash pad have to be removed first?

never had a '70 Mac, but on my '68 Charger (didn't have the wood grain) you could remove the instrument cluster without removing the lower pad. I wouldn't think the '70 plastic pad would need removed.
