69 RR chrome plastic speedo guage bezzel

how do I safely remove paded part of dash below speedo/guage bezzel??,,,want to rechrome it,, thanks to all for some tech support

when I did mine, I took the ashtray, and the steering column trim off. You can feel the speed nuts on the back of the pad on each side. and IIRC, you'll have to pull the iginition switch out too.
