There is someone selling a 70 convert with a blank fender TAG WHAT DOES IT MEAN?

My buddy bought that car. Blank tags are found on cars as a second tag. Some people take them off and sell them and then other people buy them and put them on cars where they are missing. I think that’s the case here.
