Can anyone tell me what the 17 99 is on Fender tag?

Fender Tag question? What's the 17 99 mean? I know it's the color code section but what the 17 is I have no idea and why there is a space between the number throws me off. And the 99 means special order?

Could it be a 1 and a 7? Trim style

1) 69 - 71 bench seat, cloth and vinyl

7) 70 bench seat, vinyl split 50/50

I have never seen a number 17 for a special paint code? It will normally be a 99 99. See attached fender tag from another Omaha Orange bird.
