Filler panel between the radiator and the bumper

I've seen this part on some Roadrunners and others did not have them installed. Its a horizontal filler panel that has a cut out to go around a bracket between the bumper and radiator. Mine was not installed when I bought the car and either I'm trying to install it incorrectly or it is not the right part for this car.

Does anyone have the info on installing this filler panel?

It protects the radiator and helps force air threw it also. Oh and it bolts to the bumper https://www.autometaldirect.com/store/p ... ield-Lower

Be careful too that it's not a Dodge part. They're very similar but don't interchange.
