Here what I have so far and set the piece up their. May some one can figure it out. It's got me.

Ok found out where that pieces goes. It goes on the back of the heater box. So guess I will glue it to the fire wall. I have a Vintage air going in this car. So this dose make sense. 
Russ, I was going to tell you I did not need to remove the insulation on mine but after seeing your pic. mine is way different. I thought about air but did not put in. Spring and fall in Pa. sometimes calls for heat.Ok found out where that pieces goes. It goes on the back of the heater box. So guess I will glue it to the fire wall.
