If I understand yo correctly, you have a cluster from a '69 Charger, and want to put it in a '70 frame? It should fit. The only difference in a '69 Charger dash would be the vacuum control for the headlights on the side of the headlight switch.

The '69 dash frame will have a hole for the key switch. '70 will be on the steering column.

just a minor detail............BUT..if he's just using a '69 cluster in a '70 frame that doesn't matter about the ignition switch.

You should be able to put the 69 rally cluster in the 70 dash, but it won't fit the 69 dash.

the instrument cluster from the '69 rallye dash SHOULD fit in the rallye dash frame of a '70. I've never swapped them personally, but I see no reason it wouldn't. I've parted '68,'69,and '70 Chargers, and I never saw any difference in the dash frames or the clusters.

I like finding rusted/busted trains and bring them back to life. A lot cheaper than the cars.
The top two pics are trains I rebuilt from junkers.
