Low Beam !!

I was out for drive the other night with my 69RR and had the headlights on low beam and it seemed like every other car coming at me flashed his headlights as though
I had my high beams on. My car has a current Mass State inspection sticker and they do check the head light adjustment and it was perfect !! Any one else have this issue with there's ??
