Speedometer stuck at 60mph

I have a 69 Plymouth Satelite and Speedometer is stuck at 60. I took apart the Speedometer and noticed the return spring is not hooked to anything how much pre-tention do you do and where does the tab attach to stop the spring from moving?

That is sad. Wish I could tell you where it hooks. That is why I had my cluster redone on my car. The Meck. for the speed O was shot on mine and the guy had parts to rebuild it. That cost extra and told me the parts to fix it was getting scares. Hope you can get it fixed. Is there a speed odometer shop in your area. They may be able to help.
