Steering coupler disassembly?

The steering coupler on the 70RR has the seal or dust cover and the retaining ring loose and not attached. How big of a PITA is it to replace or reattach the parts in question?

A lot easier to reattach with the column out of the car, but just a minor PITA with it in. Perseverance more than anything. I usually use a large pair of channel locks if it is in the car.
