tail lights

when i turn on the lights the top filament on the tail light bulb is already lit not on the bottom and my brake lights will not come on

If they worked fine before, start with new bulbs and work up the chain

I just hooked them up for the first time since the car was new and hooked them up according to the wiring diagram but it looks like I have my foot on the brake but it is not any ideas

Yep, bad grounds.

Two things happen.... Either the car gets a little old and the ground points get a little rusty and don't conduct OR.... The car is restored and painted up real nice and now the ground points are painted over and don't conduct.

Of course that doesn't cover missing ground wires and straps.... But that seems to be the issue a lot of the time.
