I've got two horns right now laying in the trunk from the previous owner.
I recently wired each one to the battery directly, and as a ground simply
put the base of the horn on the trunk floor (battery is mounted in the
trunk). The horns made some lousy gurgling sound. Are they 1.) shot
2.) shot but repairable or 3.) probably improperly grounded, try another test.

Any thoughts before I buy a new one?

did you try the adjusting nut? sometimes that will work. I would think they are repairable.

Horn button on the steering wheel need some TLC, and the previous
owner had them laying in the trunk for that reason. They looked pretty
neglected so I figured I would try to get some noise out of them before
I pursued the issue with the steering wheel button.
