pequliar electrical Beep Beep horn issue

when my car is off, the horn does not work. when I start the car it is a muffled "beep"...upon full driving it is a full "beep". I don't think its connection related...but does it make sense that there's not enough juice for it to operate while parked and what could cause this?

low alternator output. not enough juice to fire it up at idle etc. normal factory alt was only about 45 amps, maybe 60.

Even with car off, battery should still power horn. Low battery voltage, horn relay going south, horn headed south. Good luck!

Horn is original...I will try horn relay first...battery is good-where is horn relay?

Horn relay is small silver box near horn and connected to it. I think it's green wire

Changed the original relay and problem seems to be corrected
