1970 gtx vin question

Looking at a 1970 gtx and the vin is very strange unless i am mistaken
The guy says its a 1970 gtx with of course a 440 the vin reads RS23OA148630 its missing the U? is this possibly?

i heard its possibly and yes the u is every where else on the car
