Cigar lighter trouble

My cigar lighter has never worked so I took it apart and cleaned all of the components and put it back together. I have power to the inside element, but I’m guessing it’s not grounding somehow. Does anyone know how they are suppose to ground? Or maybe some other issue?

Grounds thru dash. OHM the element see if continuity

Welp, it’s got 12 on the multimeter. Maybe it’s the actual lighter itself?

Did element ohm good? If not replace element. NAPA should have

Default in the element. Just get a new one. They are out their. With new knob.
