I (of course) am on a budget, what is the best bang for the buck for a disc brake kit for 15" wheels?

Here are a couple I have been looking at:

Probably the same kit but even if they are different, Mancini is a really good place to do business if you need any kind of help.

Master power brakes

I have used the 4 wheel power disc package from Master Power brakes and I really like them.
They come pre assembled and bolt right on.
They also use components that can be replaced from over the counter parts at most parts stores unlike some other kits that you can only get the pads from them.
I also opted for the prebent stainless replacement brake lines too.

I installed a kit from CPP on my buddies 68. Went very well and the quality was excellent. They have deals on them from time to time. I think he paid $299 for his but they are usually in the 400 range.

I used stainless steel disc brake kit front and rear on mine. Bolted right up, but the booster was too big. Bought one from fine lines.
