Hood Bracing

My 69 RR hood sags about 9 inches from center on each side and the bracing is loose under hood.
What is the rubber looking stuff between braces and hood and what is a good way to repaiir?

Just got done with this on my 68 hood. It is called anti flutter. Kind of like expandable foam. I used Worth black RTV in a cheese wizz can. Go slowly and fill it in, make sure the metal is super clean. Clean up the excess let it setup and then paint. I guess the Low expanding foam would work but is hard to control the rate of expansion.
