I have this new distributor cap that came with the upgrade distributor and ECU. What is the rubber cap for. Is it for an additional pick up? see picture

OK thanks for the info, I just thought is was a cap for a sensor pick-up. Never seen a distributor cap with a vent. However, I do know what moisture will do if in side a cap, nothing fires correctly.
