Navy jelly can clean some rust out of hinges. Might be best to just get a new hinge.

Didn't think of that, I wasn't clear its the chrome that runs around the wood grain stuff. The hinge is good. The chrome is depressed and probably spilled drinks and stuff got in there from time to time. Thanks Russ.
