Sloppy steering

Headers are currently off of my 69. Can I try to adjust worm gear without the engine running? The car is a power steering car. The front end is off the ground. I would appreciate any help.

One screw driver slot bolt with nut. Tighten it by turning in then tighten the nut back. If any bolt is showing might have a chance.

Just to say I adjusted mine while it was out of the car manual steering. It started to make a grinding sound and figured time for a new one. Put new in and their is a lot of that bolt sticking out over how much was out on the old one. Just to say it had been adjusted to the max over the year's. Good luck.
