Put a new wire in the bulkhead and changed the terminals on both sides. Everything working good now. Thanks everyone for your input.

That may be what I have to do. Do you know if replacement parts are available? I think the brass roller is worn down. Was this type operation used in any other steering wheel?

The spring is under it and it does have some bounce but does not enough that the ball will contact the plate. I can ground the ball to the side of the steering column with a jumper wire and get the horn to beep.

Someone had painted this one black. I got the ohm meter and the manual and started reading on how to check everything. As it turns out my motor is good, just wasn't grounded. So wiper are working fine now. Thanks for your help.
