interested in purchasing a 1969 Roadrunner 383 HT all original. Trying to justify onewers current owners price. How valuable is matching numbers considered in assessing asking price? Thank you

Matching is worth more within reason. Still just a 383. Hopefully has the 4 speed rather than auto.
Number of options, documentation ( build sheet, window sales sticker, etc), rust condition, paint, and interior condition. All top notch=top price.
Look on eBay, Hemings to see what some of these cars SOLD for, not asking price and see if the seller is close.

There are so many variables in buying a car with no quick answer to your question.
Over the years I've always said given two cars I lean towards the one that hadn't had someone else's fingers in it and would pay a premium for that car over market.
Never would by someone else's hotrod again too.
Of course the virgin cars that I could do something with myself are getting harder to find.
So, number's matching?
Would you want a car with matching drivetrain but body numbers that have been replaced with AMD or a non matching drivetrain with intact body numbers?

Makes them more collectable sometimes less drivable as in you don't want to hurt that numbers part.

Depends on the model, options etc. and as Rapid said it depends on how much of the car is original vs being restored. You said it`s a 383 car all original - do you mean an original survivor car or needs resto, colors and options might also matter as it would have less effect on price on a less desirable car and vice versa.

Sorry for such a long-winded response. Not bragging. There is an explanation that will make sense at the end of the message!!
I know three people with all “original” numbers matching everything. One 69 Dodge Super Bee was inherited from his dad (original owner). That one still has original paint, engine, interior, etc. Although 100% original it looks very tired and doesn’t show well. After a year of pondering, I went the “restomod” route. My goal was to have a 69 Road Runner that looked completely stock from the outside; mostly stock on the inside, and basically stock under the hood and undercarriage. I used what was left of the build sheet and fender tag to bring it back to many original components, inside and out. It’s painted the original Ivy Green color, with original black longitudinal strip along the side; stock (original to car) bucket seats stripped to frames and redone in black Italian leather; the bumpers (stock to car) were sent to Tri-City Plating in Tennessee for rechromed; undercarriage is a mix of OEM and upgraded components (for strength and handling); the original 383 wasn’t worth rebuilding, so went to Indy Cylinder Heads and had them build a 572 MAXX Wedge. Trans is B&M with Gear Vendor attached (for overdrive and gear splitting); Eaton rearend with 355 gears; B&M floor-mount Quick Silver shifter; ididit tilt steering; 235/60/15 up front with 275/60/15 out back on black Craigars and Diamondback redlines; EZ FAST 2.0 EFI; Stainless steel gas tank and radiator; all stainless steel headers and exhaust system; Hydroboost power brake system; Willwood Disks front and rear; Retro AC/Heat system; over 200 pounds of Dynamat (everywhere)… plus too much more to list here!!!
Why this long detailed post? The days of numbers matching are basically gone and replaced by cars that “look” stock; however handle and ride like modern cars with power to match the fastest and quickest things of the modern era! Old numbers matching cars (even Hemi’s) have limited interest. As the older car guys and gals are aging out and being replaced by younger generations, they all love the muscle cars; however, they also require “creature comforts”!!!
